They shook me up. Rewatching this scene felt almost as though Carl was talking directly to me. The kids did not change. I changed. I lost touch. I wasn’t someone that students wanted to listen to and I did care what they thought. Unlike Vern, I realized I lost my focus. I was more interested in keeping a class period busy, justifying the point value of each assignment, how these points would add up to ensure that grades were earned. And, to make my class more rigorous, I scoured student work to find ways to ensure no student earned 100%. I was no longer a teacher. I was a gatekeeper. It was apparent to me because the profession was not as invigorating. I felt detached from my students, and school became a power struggle rather than a learning environment. When I realized this, I decided that I either needed to leave the teaching profession or make some major changes. I shared my concerns with my department and they helped me to explore options that would reinvigorate me and transform my classroom. The Problem I came to the conclusion that it was my grading practice that was driving a wedge between the teacher I was and the teacher I wanted to be. I had turned on the kids. The kids didn’t turn on me. Grades are not an effective tool to communicate learning. Let’s say a student gets an 85% B on an essay. What does the grade suggest? Did the student stop writing and turn in a perfectly written essay when he was 85% into it? Did the student fail to capitalize proper nouns and leave out citations? Was the essay late three days and I deducted 5% for each day it was late? Was it because I was tired of grading essays and simply threw the same score I put on the student’s previous essay? It can be any of these. The problem is, this grade does not tell the student what was done well and what he could do to improve. Not only do they fail to communicate learning, grades are a carrot and stick that neither motivate nor promote learning. They actually diminish it. I discovered â€Å"From Degrading to De-grading,† by Alfie Kohn. In it he argues the negative effects of grades: Grades tend to reduce students’ interest in the learning itself. Grades tend to reduce students’ preference for challenging tasks. Grades tend to reduce the quality of students’ thinking. Grades aren’t valid, reliable, or objective. Grades distort the curriculum. Grades waste a lot of time that could be spent on learning. Grades encourage cheating. Grades spoil teachers’ relationships with students. Grades spoil students’ relationships with each other. It seemed to me as though my focus on grades became the source of my problems. All nine of these were found in my class. The kids didn’t â€Å"turn on me.† I was no longer emphasizing relationships. I wasn’t inspiring. Letter grades and points became a shortcut—a way to avoid the hard work of getting to know my students on a personal level, working with them when they struggle, finding creative ways to encourage and instill wonder. I was avoiding the â€Å"actual work† to which Carl was referring. I came across the work of Ruth Butler. In 1988, she published â€Å"Enhancing and Undermining Intrinsic Motivation.† Butler studied the effect of only comments, comments and grades, and only grades on student performance. What she found was students who received only comments consistently outperformed the other two groups. Ironically, students who received both comments and grades performed about the same (and sometimes worse) as those who received grades only. I learned that comments, comments and grades, and grades impacted the way students saw themselves. Butler suggested those who received comments only were more engaged in the task and viewed the work as either a success or failure. This meant that the work had problems that could be corrected and the student had the power to make these revisions. However, when students receive a grade they were more ego driven and saw success and failure as a reflection of themselves. Thus, when I put a letter or a number on student work I was passing judgment on them. It bothered me that my students saw themselves as either a success or failure and this attitude diminished their desire to try more challenging tasks. If students see themselves as a success, they’re less likely to attempt tasks that could make others see them as a failure. Conversely, if my students perceive themselves failures, they’re less likely to put themselves into situations that reinforce this feeling. Her work forced me to look in the mirror and consider how my grading practices impacted my students. Ultimately, I wanted my students to see learning as a process of ongoing trial and error rather than a judgment of who they are. If my students do not fail they do not learn. How often have I heard students say, â€Å"I suck at math,† or â€Å"I just can’t write,† or even â€Å"I’m a C student†? If my students are going to learn and be challenged, then judgment needs to be eliminated. I had to take action. The Way Out I was easily convinced that I had to eliminate grades. However, this meant that I couldn’t use them to make my students work. So could I engage students without points and letters? Once again, Carl hit the hammer on the head. This is the â€Å"actual work† of a teacher. It became more apparent to me that students need to find value in what they learn. There has to be substance in school. In his book The Schools Our Children Deserve, Alfie Kohn challenges teachers to consider the value of the curriculum. At one point, he questions the purpose of a child knowing how to find the square root of a given number. What is the square root of 93? Kohn’s answer is, â€Å"Who cares?† He suggests that if the child cannot use the information in his daily life then there is no value in the curriculum. However, if it is important for children to know how to solve the square root of a given number then there needs to be a reason. This could be said about anything teachers expect kids to study in school from The U.S. Constitution to Beowulf. Why do students need to know these things? I latched on to the ideas found in Daniel Pink’s book Drive. He suggests three things that motivate someone to learn: Autonomy – The desire to be self-directed Mastery – The urge to get better at something Purpose – The idea that what is being done has meaning I wanted to tap into my students’ â€Å"Drive† and inspire them to achieve greatness. In orders to do this, I had to start with the student’s interests. I had to ask them questions and get to know my students. I needed to provide them with choice and allow them to ask questions they find important and encourage them to seek out the answers. The Challenge Because there are factors beyond our control, not all students will be engaged 100% of the time. Kids struggle with all sorts of challenges such as exhaustion, poverty, abuse, divorce, and all sorts of trauma. And because there are certain things that are essential for kids to understand in order to be responsible members of society, it is the teacher’s call to build a relationship, challenge that student, and let him know we care enough about him that we will not accept anything less than his best, because my students are worth it. One of my favorite movie teachers of all time is Mr. Hand from Fast Times at Ridgemont High. Mr. Hand is able to reach Jeff Spicoli despite his attempts to avoid, disengage, and frustrate  his teacher. At the end of the film, Spicoli is getting ready to go out and celebrate the end of the school year. However, Mr. Hand shows up to his home, sits down with Jeff, and begins discussing the American Revolution. Mr. Hand does not accept any excuses from Jeff. When he claims that he left his book in the locker at school, Mr. Hand pulls out a copy and settles for nothing less than for Spicoli to take the time to read and explain his analysis of the text. Mr, Hand holds Spicoli accountable to demonstrate an understanding of the Revolutionary War–and he does this with Spicoli. The greatest lesson Mr. Hand teaches is, and Spicoli understands this, no one is beyond hope. Every student, no matter how difficult, is worth the effort. Learning is something that is done alongside others, not imposed upon. If the learning is essential then students need to be pushed until they get it. What makes teaching difficult is that it requires the teacher to care for the student and see value in the student. Because it is the child that is what is truly important, and this is the lesson that must be learned. Assigning grades was the easy way out of doing the â€Å"actual work† of teaching. They made it easy for me to avoid building relationships and meeting the needs of the individual student. When I eliminated grades it tested my creativity and patience. I was forced to rethink what went on in my class. Students had to take ownership of the class. I had to incorporate individualized learning and lots of voice and choice. I had to replace worksheets, tests, and quizzes with better forms of assessment. I had to make sure that students were engaged and wanted to learn. I had to do the work  with them. I still have students who continue to challenge my patience and push me to my limits. However, I do not look at them as a problem, but rather as an opportunity to become a better teacher. They are a reminder to tap into my inner Mr. Hand, sit down beside them and do the learning with them because they are worth the effort. Falling in love, getting married, and raising a family used to be the life girls knew they would live when they grew up. Susan Glaspell wrote and interesting play of a woman whose husband slowly took everything away that she loved in life. It is a regular issue that is observed in our daily society today. Hundreds of people are to be the victim of harassment and bullying at their workplace today. Harassment and Bullying is reported to be an offence which has become a part of our daily life today. Harassment includes a wide range of offensive behaviour within its scope. It basically means disturbing a person without any reason with the intention of hurting or making that person upset. Such a disturbance is repetitive in nature (DICKINSON, 2012). It is a continuing process to make a person affected emotionally or mentally. In legal sense, it is a type of behaviour which can be said to have constituted threatening or disturbing. Harassment is generally of various types. It can be either of psychological harassment or religious harassment or sexual or racial harassment etc. On the other hand Bullying can be defined as the application of force or coercion or intimidation on some other person. It has to be remembered that such behaviour is repetitive in nature. Bullying can vary from being simple to complex where we can find wingman present therein to help the primary person is his bullying activities (Bussmann, Panz and Schweighofer, n.d.). Recent report shows that a lot of bullying and harassment takes place in educational institutions and workplaces. According to the Equality Act 2000, an undesired action related to the pertinent fortified character which generally aims at violating an individuals personal dignity and frightening or making a situation hostile or degrading so humiliating for that individual. Harassment and bullying consist of various activities which may include either direct bullying or indirect bullying. Direct Bullying includes activities like pinching appreciation of an individual, exhibiting unofficial or offensive pictures, unroll rumors about an individual or cracking jokes or prank on a person etc (Cousins, 2012). Indirect Bullying or harassment may include the action like making a person work overtime even if not necessary, creating abstract situations for work, marginalizing or biasing or isolating a person etc. According to the law in force, an employer is responsible for any such act of harassment or bullying that takes place in his workplace or with his employees unless it is seen that reasonable measures were taken by the employer. Such a connection has been developed in accordance to the Law of Tort which states that the employer has a vicarious liability towards his employees. Both Bullying and Harassment are considered to be criminal offence in the eyes of law. Anti-bullying laws have been framed to fight with Bullying and Harassment. Harassment and Bullying at workplace are governed by the Fair Work Act 2009, from Sections 789FA-789FI. In order to curb out harassment and bullying from an organization, it is the duty of the employers and the management to jointly work on it (Elias, 2013). Manager in Human Resource is generally responsible for governing the environment of work in an organization. Executive Summary: An organizational Culture means the way in which the employees as well as the employers relate to each other and there way of treating each other in comparison to other organizations. It is the shared values, assumptions, ideas which regulate the behaviour of the people in an organization. An organizations culture has a great impact on the working environment. If we critically analyze this point, we would see that a company is known by the work culture it maintains (Kummerow and Kirby, 2014). While employing a person into the company, good knowledge of that persons background should be taken into knowledge. The accurate knowledge of an employee is required because by employing a wrong person into the company, the entire reputation of the company can be at stake. Again at the same time, if we separately analyze, an individuals behaviour within the company is also very much important to maintain a healthy environment. If a single individuals behaviour is hurting other employees, then a utomatically it will affect the environment at large and will not be restricted within two or three person (Kummerow, Kirby and Ying, n.d.). For example: If an individual in a company sexually tries to abuse a female employee of that company, if such an issue is brought before the company, then it would spread like fire and if media comes to know about the fact, the reputation of the company would be at stake for one person default. In the same way if the working structure of the company is not strategically framed like if more than required power is giving in one persons hand, then there would be chances to misuse his power and centralization of power would amount to exploitation among other employees. This centralization of power creates grievances in other employees mind and as such in that manner harassment and bullying policies is adopted by the employees to break the centralization policies of the company. Introduction: To run any organization basic few things are required to be taken into consideration for creating anti-harassment policies. Today developed countries have taken up different policies to stop harassment at workplaces and new laws are being framed by the legislation in that regards (Heyser, 2010). Yet third world countries have still not recognized this as a major issue and hence are not working on it (Lester, 2013). Before framing in an anti-harassment policy conditions like work process, human resource development, inter-relationship between employers and employees are different points needed to be given a look. An anti-harassment policy should consist of management training event, awareness event for staffs, regular mental health checkup for employees, formation of a committee with selective people significant in handling sensitive issues like harassment and bullying etc. Appropriate strategy to combat bullying: Bullying generally takes place behind closed doors where there are no witnesses to testify the bully and there is no evidence available against the individual who is guilty (Einarsen, 2003). In order to deal with bullying at work, the following comprehensive strategies can be taken: Firstly, a thorough evaluation of the nature of bullying should be done in such a way that the individual who is being bullied regains his control over himself/herself; It is very essential to understand that if I am being bullied at, then, it is not me who is at fault. Rather the one doing the act is guilty and hence the shame and anger should be his and not mine.; Secondly, a proper action plan should be framed so that the one who is being the bully can be trapped in his own acts (Nunn, 2010). Reports and journals should be accessed regularly which notify people of the bullying acts across the globe; Thirdly, a proper action should be taken to combat the problem. One needs to remember that bullying is nothing but an obsessive impulse of an individual which often takes the shape of a recurring behavior in order to disturb the mental peace of another individual. Role of HRM in combating Bullying: In most of the instances, it is seen that the Human Resource Managers are reluctant to solve the issues of workplace bullying (Piehl, 2009). This results in the target employees from turning down and losing their jobs as well as their rights in the matter. The Human Resources Managers should address workplace bullying in the following ways: They should create a zero tolerance policy; There should be proper implementations of procedures that would investigate and address the issues of workplace bullying; They should try to arrange for training sessions that will train the employees on combating bullying; They are also supposed to call upon the bullies and make them accountable for their acts; The employees who are being bullied should be heard by them and they should be given mental and emotional support; The basic requirement on their part is to remain empathetic and listen to the issues with concern; Being associated with the Human Resources, they should try to remain as leading examples; They are supposed to constantly work in such a way that they succeed in creating a bully free organization; Finally, they are also bestowed with the responsibility of raising awareness about the matters related to workplace bullying through newsletters, blogs and other such anti bullying events. Legal framework of Bullying: In dealing with the matters of bullying, generally, two different hurdles are faced by any organization (Einarsen, 2011). Firstly, it is required that the victim needs to prove that peer-to-peer harassment claims are properly established. Secondly, it is required that the victim has to clear the immunities which are there in the hands of the public agencies and the officials who work in the official capacity. The different jurisdictions across the globe have different guidelines to address the issue of bullying. We shall rely on the discussion of the points of Natural Justice. Under the principles of natural justice, harassing an individual and disturbing him in his workplace is totally against the law. One generally has a right to be protected at his/her workplace, has the right to be heard in case he is being harassed, and has the right to have confidentiality when his case is being adjudicated or looked at (Minton, 2014). These principles can never be swayed from and one must rely on these requirements irrespective of age, sex or race. It is the responsibility of the Human Resource Managers to see that these requirements are met by in the organization under question. Recommendations to stop Bullying: A comprehensive three step bully rehab plan can be taken to curb this problem at the earliest. This is being given as follows: Identify the bully and find out a solution: this way one can find out what exactly the bully wants and why is he doing certain acts. Once this is identified, a person will be able to find out if the bully is doing the things intentionally or if he is doing it just by chance (NIELSEN, 2012). Remedial steps like talking to the bully and coming across a viable solution for him can be an alternative of punishing the bully and giving him options to mend his ways. Putting an end on the enabling system: in this step, questions can be asked to the bully as to what he likes which will give an answer of their desired outcome while they be a bully. Further questions like how they feel when they are bullied will give answers like what is their stake on this issue. Gathering proof and showing what are the requirements and advantages of not bullying someone are helpful as one can understand the psychological backdrop of the bully and the happiness he gets upon bullying someone (Raum, 2008). Setting up a healthy system with boundaries: this step generally relates to the process of conflict resolution. In this step, one needs to explain why we are entering into the meeting process and what will be the outcome of the meeting once decided upon. Further, the observable data needs to be stated here where description of specific behaviors that qualify as bullying shall be discussed. The impact of these bullies should be properly discussed with the individuals and their ill effects should be discussed (Sanders, 1996). The problem needs to be checked and an acknowledgement of the same should be given. One can also plan a strategy where the bullies will be put up in a committee that tries to stop bullying. Thus shall be a reverse treatment for them and this will give a wider platform to address the issue. Lastly, measures can be taken to build up smaller agreements with the bullies and they can be lured towards not bullying by giving then incentive schemes or such other technique s. Conclusion: Today the world is moving too fast and with the world. Developments are taking place in all parts of the world. In order to ensure this developments to be effective for people, proper secured and safe environment should also be ensured. Question: Evaluate the Effectiveness and your usefulness of the Learning Experience. Answer: Opinion about of my learning experience I am glad to mention that the completion of the two assessments have been one of a great experience in my course journey. I have known several things about the process of learning, which made me, believe that the use of techniques in learning is great facilitator. The learning process in my course journey has been on the basis of a small student groups that go through a cooperative learning process. Initially, I did not have any idea about implementing a business research. However, the completion of the research on the given context helped me to enhance my knowledge in business studies. Most importantly, weekly lecture notes have worked as the relevant study materials, which help to design and develop the research process. I must mention that apart from the course studies and holding a degree of graduation, I have also gained an understanding of research context, which I could further use in my career and real life events. Value of my learning experience The experience I gained has a significant value and it is relevant to my learning. In my next project, I could use this experience to make the project more useful. In addition, if I start working in an organization, I could use this experience of business and marketing. For example, I might have to develop a business marketing strategies, where I would probably have to conduct external market research. Hence, in such live project or job, I will use the current experience. In addition to this, if I have to work in a course-learning project, I will not repeat the mistakes, which I have done in the current project. I will try to fulfill the gaps that I left in my current project. Therefore, I must mention that this large set of learning has been a valuable experience of my life. My learning experiences serve me in several ways As I mentioned above, in my coming future, if I start working in a company as the marketing executive, this learning experience can help to develop and implement the market strategies. As before implementing the research, I might have to conduct the research considering a large data set. The large set of data might appear to be a cumbersome method before the solution. However, the experience of my present research context would help me to select the methods and apply them accordingly. In addition to this, in my next course, this experience remains as the relevant guidance. For example, in my PG course, I might encounter with another research project, where again I have to collect a large set of data. As I have learnt the techniques of collecting the data, the collection of data in my next project could be easier. Application of learning experience In a live a project or if I have been given the responsibility of analyzing the market trends and dynamics, I must have to conduct a primary analysis considering the external audiences. Hence, I will use both primary and secondary data collection techniques. I have learnt the techniques of collecting secondary data while working the assessment 1-literature review. Thus, the like the assessment 1, I will collect the data from different journals, books, annual reports, blogs, newsletter and other external reliable sources. On the other side, if I have to collect primary data, I would prefer to include the particular audiences. Even though, I have not used the techniques of collecting primary in my current projects. However, I have studied the methods in the business research guide. In addition to this, if I start working in my next course project, the collection of data might not give me the jitter. In addition, another significant thing that I have learnt is breaking down the process. The unbroken long steps create complication in resolving the issues. Therefore, I will break down the steps of competing the research such as the identification of the problems, setting the research objectives and questions, developing the hypothesis and collection of journals. This systematic process will help me to guide the research from the beginning to end. Things occurred in the learning process As I have mentioned that in the learning process, I have come across many aspects such as process of learning through steps, comparison of theoretical experience with real life experience and others. At the initial stage, I could not grasp the idea of designing the steps of research. After receiving the second week of lecture notes, I read the entire details and then I realized that a smart way to initiate the project is to find out the problems based on which I will conduct the investigation. Thus, deriving the concepts from the lecture notes, I have paid the attention in finding out the research issues. Based on the research issues, I have developed research question and objectives in the assessment 2. Nonetheless, identification of research issues has become easier after conducting the literature review. I did not have a vast idea regarding the research topic but collection of journals and articles help me to gain an intensive experience about the topic. I have collected 15 peer reviewed journals and few books. In the journal articles, I have read many argumentative opinions of authors, which help me to understand about how a critical statement on particular context can be made. It was also easy to find out the gaps in the research, as the focus of the studies was not similar. This means that some studies have emphasized on the similar ideas and aspects, whereas others have different purpose and focus. Nevertheless, this critical analysis helps me to understand that it is appropriate to rely on the evidences while making the judgments instead of completely relying on the theories and hypotheses. Explaining my learning process Firstly, I have identified the research issues by focusing on the previous scenario of the research context. Similarly, the identification of the research issues help to form the research objectives and questions. However, I have formed the research questions considering the research hypothesis. After reviewing the existing studies, I have found the gaps in the literature. It was essential to select the appropriate research techniques to meet the objectives. Hence, lecture notes of week four helped me to understand the importance of research methods. As I was determined to conduct secondary analysis in my proposed research, I found positivism as the most suitable research philosophy among all. Likewise, among the research designs, the descriptive research design best fit the criteria of the proposed study. Based on the selection of positivism research philosophy, I have selected descriptive research design because it enhances the scope for observation. With the help of secondary data collection methods, I have gathered the secondary data from books, journals, blogs, newsletter and other secondary sources. Eventually, it is worth mentioning that completion of the two assessments increased the scope for learning about several areas of business research. My first assessment was about making the review of previous studies and based on that reason I had to collect the journal articles of many studies on the research context. Likewise, in the second assessment I proposed the plan for conducting the study to investigate the issue and fulfill the gaps of previous studies. In future, I could use this research paper as the guidance material for next project.

Sonnet 29 Despite popular belief, William Shakespeare was considered a great poet before a great playwright. He accomplished writing at least 154 sonnets and other poems of love. In this paper, I will analyze one of his greatest sonnets. One of the most famous of his sonnets is number XXIX. This sonnet is one long sentence, but it still follows the usual Shakespearean pattern of three quatrains (four line sections) and a couplet. It also follows the traditional rhyme scheme for Shakespearian sonnets: ababcdcdefefgg. The first quatrain tells how the narrator is feeling. From reading these four lines, you sense his loneliness and sense of abandonment by fate, G-d, love, and other men. I believe the key line in this quatrain is line 3 (When, in disgrace with fortune and men's eyes,). Here I feel Shakespeare is saying that this person who is very depressed, is crying out for help to others, but he is such an outcast that not even "deaf heaven," meaning God and the angels of heaven or listening to his cries. The second quatrain starts off with a line that shows the narrator wishes to be more optimistic. He realizes that in order to achieve his goals, he must believe in himself first and stop being so depressed. The second half of the quatrain shows he is envious of other men's possessions and riches when he says, "Desiring this man's art and that man's scope, With what I most enjoy contented least." Moving into the third quatrain, you see that the speaker begins to reflect on himself and starts to compare himself with his friends. You know this when "Haply I think on thee, and then my state," is said. Just as you start to think the speaker is going back into a state of self-pity, you realize the speaker's inspired sprits are rising like "the lark at break of day". Sonnet XXIX ends with a couplet that has an uplifting message. One the speaker remembers the love of his friend and what great things he has, it makes him happy with his life. So happy he wouldn't even consider swapping his place with a king.

About the Federal Aviation Administration (FAA) Created under the Federal Aviation Act of 1958, the Federal Aviation Administration (FAA) functions as a regulatory agency under the U.S. Department of Transportation with a primary mission of ensuring the safety of civil aviation. Civil aviation includes all non-military, private and commercial aviation activities, including aerospace activities. The FAA also works closely with the U.S. military to ensure the safe operation of military aircraft in public airspace across the nation. Primary Responsibilities of the FAA Include: Regulating civil aviation to promote safety within the U.S. and abroad. The FAA exchanges information with foreign aviation authorities; certifies foreign aviation repair shops, air crews, and mechanics; provides technical aid and training; negotiates bilateral airworthiness agreements with other countries; and takes part in international conferences.Encouraging and developing civil aeronautics, including new aviation technology.Developing and operating a system of air traffic control and navigation for both civil and military aircraft.Researching and developing the National Airspace System and civil aeronautics.Developing and carrying out programs to control aircraft noise and other environmental effects of civil aviation,Regulating U.S. commercial space transportation. The FAA licenses commercial space launch facilities and private launches of space payloads on expendable launch vehicles. Investigation of aviation incidents, accidents and disasters is conducted by the National Transportation Safety Board, an independent government agency. Organization of the FAAAn administrator manages FAA, assisted by a Deputy Administrator. Five Associate Administrators report to the Administrator and direct the line-of-business organizations that carry out the agencys principle functions. The Chief Counsel and nine Assistant Administrators also report to the Administrator. The Assistant Administrators oversee other key programs such as Human Resources, Budget, and System Safety. We also have nine geographical regions and two major centers, the Mike Monroney Aeronautical Center and the William J. Hughes Technical Center. FAA History What would become the FAA was born in 1926 with passage of the Air Commerce Act. The law established the framework of the modern FAA by directing the Cabinet-level Department of Commerce with promoting commercial aviation, issuing and enforcing air traffic rules, licensing pilots, certifying aircraft, establishing airways, and operating and maintaining systems to help pilots navigate the skies. The Commerce Department’s new Aeronautics Branch took off, overseeing U.S. aviation for the next eight years. In 1934, the former Aeronautics Branch was renamed the Bureau of Air Commerce. In one of its first acts the Bureau worked with a group of airlines to set up the nation’s first air traffic control centers in Newark, New Jersey, Cleveland, Ohio, and Chicago, Illinois. In 1936, the Bureau assumed control of the three centers, thus establishing the concept of federal control over air traffic control operations at major airports. Focus Shifts to Safety In 1938, after a series of high-profile fatal accidents, the federal emphasis shifted to aviation safety with passage of the Civil Aeronautics Act. The law created the politically-independent Civil Aeronautics Authority (CAA), with a three-member Air Safety Board. As a forerunner of today’s National Transportation Safety Board, the Air Safety Board began investigating accidents and recommending how they could be prevented. As a pre-World War II defense measure, the CAA assumed control over air traffic control systems at all airports, including towers at small airports. In the post-war years, the federal government assumed responsibility for air traffic control systems at most airports. On June 30, 1956, a Trans World Airlines Super Constellation and a United Air Lines DC-7 collided over the Grand Canyon killing all 128 people on the two planes. The crash happened on a sunny day with no other air traffic in the area. The disaster, along with the growing use of jet airliners capable of speeds nearing 500 miles per hour, drove a demand for a more unified federal effort to ensure the safety of the flying public. Birth of the FAA On August 23, 1958, President Dwight D. Eisenhower signed the Federal Aviation Act, which transferred the old Civil Aeronautics Authoritys functions to a new independent, regulatory Federal Aviation Agency responsible for ensuring the safety of all aspects of non-military aviation. On December 31, 1958, the Federal Aviation Agency began operations with retired Air Force General Elwood Pete Quesada serving as its first administrator. In 1966, President Lyndon B. Johnson, believing a single coordinated system for federal regulation of all modes of land, sea and air transportation was needed, directed Congress to create the cabinet-level Department of Transportation (DOT). On April 1, 1967, the DOT began full operation and immediately changed the name of the old Federal Aviation Agency to the Federal Aviation Administration (FAA). On the same day, the accident investigation function of the old Air Safety Board was transferred to the new National Transportation Safety Board (NTSB).
